Dr. E. Naveen Nicolas presented the success of Sikkim, the first Indian state to integrate HPV vaccination for girls aged 9–14 into its routine immunization program. The campaign, launched in July 2018 with state funding and UNICEF support, combined school- and health facility–based delivery, covering over 1,100 schools and achieving over 97% coverage in both doses. Key strategies included early involvement of the education department, training of teachers and health workers, parent–teacher meetings, and extensive media sensitization. Lessons from previous campaigns, such as measles–rubella vaccination, informed planning, emphasizing school-based delivery followed by outreach, the use of comprehensive school databases (UDISE) and student registries for microplanning, and involvement of school management committees and community structures to reach both in-school and out-of-school children effectively.
