HPV Vaccine Delivery – Liberia

Liberia’s experience with HPV vaccine delivery began with a demonstration project in 2016, targeting 10-year-old girls in Bong and Nimba counties through a “learning by doing” approach. The demonstration was followed by a post-introduction evaluation (PIE) and a coverage survey. Based on the success and insights gained, the HPV vaccine was integrated into the national routine immunization schedule on November 25, 2019, targeting 9-year-old girls, both in and out of school. The country implemented a comprehensive delivery strategy, including the appointment of a national HPV focal point, the review of PIE findings, and the adoption of multiple delivery approaches: school-based vaccination (the most effective for reaching adolescents), as well as fixed-site, outreach, and mobile strategies. In response to COVID-19-related disruptions, Liberia undertook a root cause analysis to understand the factors behind declining coverage. These factors were prioritized to guide the development of a resilient and sustainable improvement plan for HPV vaccine delivery, with emphasis on preparedness for future public health emergencies. The operationalization of this plan remains a central element in restoring vaccination uptake and ensuring the program’s long-term success.
