The Philippines’ HPV vaccination program began as a community-based pilot in 2013 and expanded to school-based delivery by 2015, targeting grade 4 pupils aged 9–14. Coverage initially reached 80%+ but dropped sharply after 2017 due to vaccine controversies and further during COVID-19 when services shifted back to community delivery. Key challenges include high vaccine cost (~USD 14/dose), logistical constraints (cold chain, storage), decentralized implementation, and difficulties in reaching out-of-school youth. Limited health-seeking behavior and hesitancy among adolescents also hinder uptake. Current strategies focus on strengthening NITAG, revising dosing regimens, leveraging Gavi support, improving coordination with schools, and integrating social behavioral change communication into school curricula
