Fifteen country delegations presented action plans centred on two converging priorities: securing sustainable domestic financing in anticipation of reduced external funding, and strengthening multisectoral coordination to reach out-of-school girls and hard-to-reach populations. Recurring commitments included advocacy to finance and education ministries, integration of HPV into school health platforms, and data system strengthening — with Tanzania, Mozambique, Nigeria, and Uganda specifically naming digital immunisation registry expansion as a near-term action. Several countries flagged context-specific programmatic challenges: Namibia identified opt-in consent forms as a driver of hesitancy; Burkina Faso and an additional country referenced conflict and insecurity zones requiring delegation of vaccination services; Malawi prioritised sustaining multi-dose schedules for PLHIV given 8% national HIV prevalence; and Guinea and DR Congo outlined pre-introduction steps targeting 2026 rollout. Kenya confirmed an anticipated switch to single-dose schedule within October 2025, while South Africa set Q3 2026 as its target date to begin gender-neutral vaccination.
