Group 3 identified key challenges for HPV vaccine introduction: insufficient local resource mobilization, frequent vaccine stockouts, inadequate communication (rumors, misinformation), and weak intersectoral coordination. School health activities are often budgeted but rarely funded, limiting implementation. Strengths include the involvement of civil society organizations, existing school health infrastructure, supportive normative frameworks, trained and motivated health personnel, enhanced cold chain capacity post-COVID, and strong political commitment.
