Assessment of HPV Vaccination Strategies to Reach Out-of-School Girls Across Indonesia

The study assessed Indonesia’s HPV vaccination strategies for reaching out‑of‑school girls following the 2023 nationwide scale‑up. Despite coverage of in‑school populations, findings revealed no formal strategies, decrees, or coordination mechanisms to reach marginalized groups such as girls in faith‑based schools, urban slums, orphanages, juvenile institutions, or those engaged in child labor. The assessment identified data gaps and heterogeneity in out‑of‑school populations, highlighting the need for tailored approaches. Recommendations emphasized multisectoral coordination, policy inclusion, and integrating out‑of‑school data into HPV forecasting and planning. A robust pilot approach and cost‑effectiveness analysis were proposed to inform equitable national implementation.
